Job Description

Introduction

The Department of Health Services (DHS), Division of Public Health (DPH) is recruiting for a Data Scientist within the Forecasting and Modeling Unit (FMU), in the Office of Health Informatics (OHI).

DPH works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.

This position offers the option to work remotely up to 5 days per week and will be headquartered at one of the DPH central or regional offices. You must have access to both a private workspace and high-speed internet if working remotely. A greater in-office presence may be required periodically for meetings, events, training, onboarding, or other operational needs. This position will work Monday through Friday, daytime hours.

Position Summary

As the Data Scientist, you will serve as both the team lead in population health data science and analytics initiatives for the FMU and as the Principal Investigator of Wisconsin’s Family Health Survey (FHS). In this role, you will lead the team in population health data science, analytics, and modernization efforts in line with OHI’s strategic plan and portfolio objectives. This involves being a subject matter expert in the strategic vision, goals, and objectives of the Office as well as being a lead within the FMU on projects to better align with those goals and objectives.

About

As the Principal Investigator for the FHS, you will apply expert knowledge of survey research methods, complex data analysis, and population health factors to manage and direct the FHS. This role is important for providing resources to inform leadership and the public about the health status, health insurance coverage, and health services utilization of Wisconsin's population. Additional duties include:

  • Developing and maintaining survey content,
  • Developing and maintaining documentation related to survey processes and survey data,
  • Developing and implementing complex stratified sampling designs,
  • Overseeing and directing the work of the data collection contractor, and
  • Developing reports and static or interactive data visualization data products using the population health survey data.


Salary Information

The starting pay for this position is between $41.85 and $47.00 per hour (approximately between $87,000 and $97,700 per year) depending on qualifications, plus excellent benefits. A 24-month Career Executive trial period is required.

Pay for current or former employees is set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Research Scientist and is in pay schedule and range 81/02.

Job Details

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employee-provided secure high-speed internet is required for remote work options. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience with statistics and machine learning (e.g., descriptive analysis, regression, clustering, time series models, etc.).
  • Experience using programming languages and tools for querying, analyzing, or visualizing data (e.g., R, Python, SQL, Tableau, etc.).
  • Experience using diverse sets of communication styles and tools to communicate technical concepts to diverse audiences.
  • Experience in survey research methodology (e.g., design, survey weighting and reporting, etc.).


Well-qualified applicants will also have one or more of the following:

  • Experience in a management or leadership role on an analytics project (e.g., data collection or gathering, analytics, reporting, and presentation or publishing, etc.).
  • Experience or education in public health and social determinants of health.
  • Experience using public health data to help inform data-driven decision making (e.g., leveraging a variety of statistical analysis, data dissemination, data visualization, social determinants of health, etc.).
  • Experience employing data visualization best practices.
